Some online pharmacies were prescribing based solely on simple questionnaires, without proper verification or meaningful consultation. This practice enabled people to access medications that weren't clinically appropriate for them, sometimes with dangerous consequences.
Duncan Rudkin, GPhC Chief Executive, stated that whilst online pharmacy services can provide valuable benefits, the regulator has seen too many cases of medicines being supplied inappropriately online. The updated guidance ensures online pharmacies protect patients through robust safeguards.
The Five Key Changes You Need to Know
1. No More Questionnaire-Only Prescribing
The most significant change: prescribers can no longer base prescribing decisions on online questionnaires alone for high-risk medicines.

Prescribers must independently verify patient information through timely two-way communication, accessing clinical records, contacting the person's GP, or consulting third-party providers.

When assessing patients for weight loss injections, prescribers must independently verify the person's weight, height, and body mass index (BMI). “Independently” means using a different method beyond patient self-reporting.

3. Mandatory Two-Way Communication

An overwhelming 94% of patients responding to the GPhC consultation said they would expect to contact the prescriber directly before being prescribed medicine. The new regulations make this mandatory.

Online pharmacies must follow MHRA and Advertising Standards Authority (ASA) rules on medicine advertising.
